While testing, it stuck out that the header template part for TT3 doesn't offer the navigation menu editing within the sidebar. Likely due to the header template part in the theme not having a navigation id in the file's markup.
What are your thoughts on a follow-up for this?

Good catch, @aaronrobertshaw! I was testing with TT3, but I had menus manually created. That seems to be an issue with menu fallbacks (I think that's what they're called) and I think that's a different bug; I'll follow up in a separate PR. |

PR updates template part navigation menu components to render nothing when a menu is missing.
Why?
There's no use in rendering menus that the user can't edit.
How?
The component now checks if the
