Add repo token to label check workflow

Description

Follow up to #347, this PR fixes an issue where the new label check action was not configured to use the repo_token as specified in the action documentation.

This affects:

• https://github.com/WordPress/openverse-infrastructure/pull/305

• 🔄 Synced file(s) with WordPress/openverse openverse-catalog#921

Testing Instructions

We can try and open a PR after this one is merged or modify the labels on an existing one before merging any of the downstream sync actions.
