Noticed in #3653

Description

We were using the incorrect webhook URL for sending Slack DMs.

The message was also using shell math expressions that were printing literally, rather than being evaluated (because payload is not evaluated in a shell). GitHub Workflows don't support math expressions, unfortunately, so I added a step to set the variable in the environment file and access it in the payload that way.
