ccMixter: Handle spaces in URLs

Description

This PR borrows from #3439 and uses a similar mechanism for encoding spaces in all the URLs that get processed.

Testing Instructions

1. Tests should pass
2. Start the DAG locally with initial_query_params set to {"format": "json", "limit": 100, "offset": 31000} and ensure it passes
