Add useful Log Insights query to Nuxt avg response time runbook

Description

This PR adds some context and a useful query I (painstakingly 😂) figured out for grouping request count by route for requests that took longer than a certain amount of time. It also adds a historical false positive note for the runbook.

Testing Instructions

Read the runbook and make sure it makes sense.
