Add emojis to the project thread reminder bot acceptable statuses

Description

At some point in the last few months, it seems like the project thread reminder bot stopped working. Note that at the time of posting this PR, #3592 was last updated more than 14 days ago but has not received a reminder.

I suspect that this is because we added emojis to the columns, but never added the emojis to the "active development statuses" check. Since this is a simple list inclusion check, the status always differed and were always skipped.

I can't really easily test this, but hopefully this resolves the issue!

Indeed, that was it! 😄 Tested on https://github.com/WordPress/openverse/actions/runs/8664874905/job/23762279410 and it worked successfully, next run should actually initiate updates.
