Add script for pushing to nuxt-preview frontend tag

Description

Add a frontend just recipe for building and pushing to the nuxt-preview tag of the frontend containers. This is only used by maintainers for deploying new versions of the nuxt-preview service.

Testing Instructions

Authenticate with ghcr.io using docker login ghcr.io (detailed instructions here) and then run just frontend/push-to-nuxt-preview.

@obulat pinging you for review in particular. We shouldn't merge this branch, but you should incorporate this into the Nuxt 3 branch instead.
