upgrade the websocket in xdpos

Proposed changes

This PR is aiming to upgrade the rpc component in XDPoS to go-eth version of v1.10.0 equivalent in order to fix a bug reported from here https://www.xdc.dev/logeswaran/headtracker-is-not-capturing-few-blocks-in-apothem-mainnet-490c

The upgrade should be backwards compatible and no actions needed from XDC node hosts. If they wish to have their websocket API works with payload larger than 1000KB, then we recommend them to upgrade to the XDCPoS version that included this fix.
