implement EIP-3198 and opcode BASEFEE

Proposed changes

implement EIP-3198 make our chain support solidity v0.8.7 fully:

• set BerlinBlock and LondonBlock to block number 9999999999
• implement opcode BASEFEE
• make block.basefee always return value 12500000000 in solidity
