add files and workflow for EC2 rpc nodes

Proposed changes

CICD to deploy devnet,testnet,mainnet RPC in an independent EC2 environment which helps with performance and troubleshooting.
The RPC will use latest dev-upgrade image which helps us make sure the branch is also compatible with testnet and mainnet.
The CICD also includes the functionality to deploy a specific version of the RPC node.
