use /bin/mail instead of /bin/mailx

When openSUSE is disable we have to run

./autogen && ./configure --with-opensuse-support && make dist

This is highly relevant to us. We want to automatize Fedora testing with OpenQA and we want to be able to report bugs to bugzilla with it, so we need libreport to be able to run on OpenSUSE (because it's only platform OpenQA runs on without problems).
