Arsenal - Improve support for unique equipment

When merged this pull request will:

• Adds support for refreshing the arsenal while the arsenal is open if the unit has unique inventory items or unique equipment.
• Requires Arsenal - Action Buttons #9069 (well this PR includes it, but I imagine it should be merged separately first).
• Add scopeEditor property to Actions, only actions with scopeEditor = 2 are shown in 3DEN.

Nomenclature:
"Unique inventory items" are items that are in containers (uniform, vest and backpack), listed in the right panels.
"Unique equipment" is everything else, so weapons, weapon attachments that are on weapons, containers, headgear, etc.
