It decides if blt-behat needs to manage the start and stop of the used web driver. By default, it keeps the original behavior, i.e. it manages the start and stop of the web driver.

Adds a new
behat.skip_web_driver_launchoption that decides if the web driver needs to be handled by blt.This change is keeping the original behavior by default.
