Description update

Run the Shiny app in a Linux Docker container with some other updates

1. Added files and instruction to run the RSCAT Shiny app in a Docker Linux container.
2. Updated versions of some JAR dependencies.
3. SonarQube cleanup on the Java code.

Add a new item selection criterion and engine runtime logs in results

Add additional item selection criterion: efficiency balanced information (EBI) (Han, 2012).
Add engine runtime (in seconds) logs in results.

Support the new version of FICO Xpress
