add notebook example for creating dataset for object detection and instance segmentation

I added a notebook tutorial to create a dataset for object detection and instance segmentation using VHR-10 dataset originally from chaozhong2010/VHR-10_dataset_coco
The notebook was created using colab and i convert it to jupyter environment
