This work item is to upgrade to the latest version of cordova-android, used by cordova to interact with Android devices.

This is a breaking change.

Moving to the latest cordova-android version is required to work with the newest versions of Android, but will also have the side-effect of setting the minimum supported version to Android 5.1 (Android SDK 22). It appears that as of June 2020, worldwide marketshare of Android versions before 5.1 is less than 5%.

Update cordova-ios (6.1.0), cordova-android (9.0.0) versions. This means Android 5.0 and lower, and iOS 10.0 and lower are no longer supported.
