according to @oliverfoster: "a11y-ignore is for $.a11y_popup and $.a11y_popdown it stops jquery.a11y.js modifying the tabindex on popup and popdown. a11y-ignore should probably not be on the skip navigation button"

"this is as the skip navigation button should definitely be removed from the tab order when a popup triggers"
