changes to the html not going through...?

When I go to edit one of my html pages with my project running on localhost:8080, any changes I make to the html do not update when i refresh the webpage, but changes to the CSS work just fine. I have already tried restarting my computer.

Steps to Reproduce

Stephs to reproduce:

1. obtain website w/html and css, run on localhost:8080
2. make a change to an html page, save it
3. refresh the page (nothing happens, but should happen)

Expected behavior: expected: Whatever change I made to html should show up on refreshed page.

Actual behavior: actual: No change occurred.

Versions

Using macOS Sierra, version 10.12.5
Using brackets version 1.10

sounds weird. Could you share a sample project that shows this behaviour?
