WorkspaceManager does not trigger event on panel resize

WorkspaceManager does not trigger workspaceUpdateLayout event on panel resize when split-view is on.

Docs:
workspaceUpdateLayout - When workspace size changes for any reason (including panel show/hide panel resize, or the window resize).

@dnbard MainViewManager._updateLayout seems to be handling this event when resizing the find-in-files panel. Do you have an extension or specific panel that I can try looking at?
