Add enhancements to the request access implementation

Is your feature request related to a problem? Please describe.
There are different internal teams needs that are not met by the current implementation. But most of these needs are about adding different layers of access control so that different users access content based on their rights in the system.

Describe the solution you'd like
Be able to control what each user can and cannot see.

Describe alternatives you've considered

• validity period for the user account. Have limited time period for data access
• The kind of data sets the new confirmed user can have access to. Is it for a specific AirQloud?
• We might have to also find ways of getting more information from the user so that we are able to create the specific account for them.
• Review the form fields for user request so that we can get more input --- based on the Google form.
• We should be able to limit the data we make accessible to the people. Give rights based on AirQlouds?
• A way for us to track the usage of the data. They should share with us the output of their data usage. Is it a dissertation, share a copy with us?
• Add some FAQ to the request data for the page
