Create infrastructure

1. Build tool (Maven or Gradle)
2. CI (prefer Github Actions)
3. CD (probably Rultor)
4. PDD and 0PDD (in the first place!)
5. Kotlin support in build tool
6. Some kind of BOM of Feign project injected into dependencies
7. BOM of the Spring Project injected into dependencies
8. Code coverage integration
