Give the host the option of clicking on the players menu to send a level. The user will recieve a request for transferring the level. Will also work the other way. If the level is red, and is not on filebase, the player will be able to send a request to download the level to the host. Both such requests should have alternatives "accept" and "do not accept"

I would say, the host->client is not really important - or even too much complicated. We already have the autodownloading feature (which downloads the hosts level either on Filebase or by the host) and which solves this in an easy way.

The other way (client->host) is a good idea. (Though this is not that important right now.)

As of r2353 we also have mod downloader that downloads zipped mod from filebase and unzips it, or from the host, though downloading from host is really slow.

I guess this is already implemented in a similar way (but passive). I guess it's ok like it. So this feature request should be closed.

If there are bugs, those bugs should be filled in as bug reports.
