…css file for every *.css file (unlike the ES6 processing, which requires a *.es6.js file for every *.js file).

Once Claro lands, we should consider requiring
*.pcss.cssfiles for all CSS files incore/themes/claro, much like a45a175. But instead of core-wide, only for Claro.
