minor refinement: pin tealer to 3.12 compatible version as soon as its available on pypi

Description

Currently we rely on a workaround that relies on a fork of the repository because after the initial release of algokit task additional issues with py 3.12 compatibility tealer were identified and we switched to a fork for a temporary period of time until final py 3.12 patches became available . The goal is to action on crytic/tealer#209 PR and ensure that algokit-cli relies on version of tealer available from official pypi release.
