Fixes compliation error for non-builtin frames on MacOS

What do these changes do?

• Fixes the search directory for Protobuf_LIBRARIES
• Bump up Cython version for Python 3.11 support
• Requires Fixes the duplicate symbol error when util.h is included in different compliation units libgrape-lite#148 been merged first
