2.x版本nacos怎么创建cluster #10744

cluster是instance的一个逻辑属性，创建实例的时候会自动带上。 修改健康检查的方式和api目前可以继续使用v1的接口，v2的openAPI好像之前社区补充的时候漏了， 欢迎补充下。 |

Issue Description
sdk和open-api中都没有关于cluster的创建，instance在创建的时候需要指定cluster名，老版本需要创建Cluster对象以供instance实例化。
如果不需要Cluster创建，那么永久实例的健康检查怎么设置期望http码和请求接口
