Editorial: clean up dependencies section

* Add WebVTT links (closes whatwg#857) and WebGLRenderingContext
* Removes unused terms, mostly ARIA
* Standardizes line-wrapping to 100 chars outside <ul class="brief">
  and only before the second-onward <dfn> inside such list items
* Always close the <li>
* Removes extraneous data-noexport=""; this is automatically implied on
  <dfn>s.
