WebVTT glossary terms aren't hyperlinked to the WebVTT spec #857

* Add WebVTT links (closes #857) and WebGLRenderingContext * Removes unused terms, mostly ARIA * Standardizes line-wrapping to 100 chars outside <ul class="brief"> and only before the second-onward <dfn> inside such list items * Always close the <li> * Removes extraneous data-noexport=""; this is automatically implied on <dfn>s.

s in the "WebVTT" subsection of https://html.spec.whatwg.org/multipage/infrastructure.html#dependencies are missingdata-x-href
attributes.Just about all of the other dependency subsections for which it is feasible already have such links.
