Add drafted content to the repository

[romaricpascal]

Adds:

• the drafted release notes (internal link) to the CHANGELOG, replacing the pre-release headers (to avoid a lot of duplicated content) and adding a link to the checklist to help upgrade.
• the drafted browser support (internal link) to our docs/contributing/browser-support.md.

The link to the SVG logo has been updated to point to the most recent version and the links to preview sites are updated to point to the live site (links may point to 404 at the moment, given it's not deployed, check against the review site if necessary).
