v1.59.0 removes mysql 5.7 from the integration tests, as this is now only available through RDS extended support

What
This PR updates the brokers to the latest releases which use go 1.21. We need to do this as go 1.20 is EOL and removed from the latest go buildpack.
This PR also includes v1.59.0 of the RDS broker, which removes MySQL 5.7 usage from integration tests, as this is now only available through RDS extended support, and has been removed from the service catalogue
