DevOps notes

This is a development branch for #313. Since this may involve several issues, we should work as follows:

• branch out of dev/ocp-maker (e.g., dev/ocp-maker-init, dev/ocp-maker-constraints, etc)
• open PRs and merge into dev/ocp-maker-init

We should write unit tests for all new functionality.

🎯 Target version: opengen-0.8.0

Plan

• We can start by building a simple mechanism that will allow the user to build optimal control problems such as this one; firstly without any set exclusion (obstacle avoidance) constraints.
