📖 Update for amp-carousel documentation #24786

Change example for customizing arrows to have encoded characters, add note about the fact that they must be encoded.
- Unlike AMP's CSS source, which is run through SVGO, developers may copy our example and try to use it directly, which does not work without encoding characters.
Remove link to 0.1 documentation, it is now built-into the docs site.
