Summary

Looking forward to getting Syft onto Go v1.21.0, this update is necessary to make sure that grype-db, as a consumer of Grype which consumes Syft, can also seamlessly update to the latest version.

DO NOT MERGE UNTIL GRYPE Golang v1.21 is merged

Test Bugs

This PR also fixes the unit tests for db manager list

Looks like we need a bump for CI to use 3.11 for python for the unit test fixes to be valid:
