What does this PR do?

Has comment api endpoints

Description of Task to be completed?

A manager of an assigned requester can comment on their trip requests

How should this be manually tested?

Clone the repos
Change directory to that repos
Run npm install in the terminal
Run npm run test to test
Go to http://localhost:3000/api/trip-requests/:tripId/comments /POST request
Put comment in body then click send
