test: support python >=3.7 for ansible-test #235

SUMMARY

This tells ansible-test that we only support python >=3.7.

Inspired by ansible-collections/amazon.aws@0325024

nice! Does this mean we can remove the utc & formatting workarounds we introduced in #222?

I assume this will allow us to remove those workarounds, yes. But I have to test this some more, something might still be off.

@apricote I removed the UTC workaround to check if this was properly working, and it is! I only need your review again.
