Hey @ganeshrn Couple things:

• We've just launched the new process for getting collections approved. It starts with opening a github discussion on: https://github.com/ansible-collections/ansible-inclusion/discussions/new to have the collection reviewed. Then, after review and fixes being made to the collection, the reviewer will approve the collection and open a PR to get the collection merged here.

• Does this collection need to be in 2.10.x for some reason? Or can it go into ansible-3.0.0 which is releasing in February? (We have not worked out what net-new collections can go into 2.10.x yet, so that may take some time to figure out)

The ansible.utils collection need to be in ansible-3.0.0 release as after the major version release (2.0.0) of ansible.netcommon collection planned in January 2021 it will have a dependency on ansible.utils collection.
