[2.10] [ansible-test] use newer container images (#72126) #72550

SUMMARY

Change:

  • Bump default, ansible-base, distro containers
  • We do NOT add fedora33 yet, because it doesn't work right on Shippable
    due to an old kernel. This will be added post-AZP.

Test Plan:

  • CI
