This version keeps the new collection dates from the old schedule and slip the rest of the schedule by two weeks. This gives more breathing room between the date on which new collections must be approved and when ansible-5.0.0-beta1 comes out. This will allow collection owners who are also reviewers more time to devote to getting their collections ready for release.

SUMMARY
ansible-core-2.12 has slipped (beta1 slips 4 weeks. final slips 2 weeks).
We need to adjust the ansible-5 schedule to account for that and the winter holidays.
This is an alternative to #75470 The steering committee will decide between the two.
