Default Python version had misleading description as input and it has not been used in prod-image-build (falling back to the version installed in runner). This PR synchronizes it across all workflows.

In case of backwards incompatible changes please leave a note in a newsfragment file, named {pr_number}.significant.rst or {issue_number}.significant.rst, in newsfragments.
