[AMBARI-23741] Cannot install mpack due to No Environment present

What changes were proposed in this pull request?

Fix missing Environment:

[root@c7401 ~]# ambari-server install-mpack --mpack=http://public-repo-1.hortonworks.com/HDF/centos7/3.x/updates/3.1.1.0/tars/hdf_ambari_mp/hdf-ambari-mpack-3.1.1.0-35.tar.gz
Using python  /usr/bin/python
Installing management pack

ERROR: Unexpected Exception: No Environment present for retrieving for thread <_MainThread(MainThread, started 139831451010880)>
