What changes were proposed in this pull request?
In order to orchestrate properly, the service group names need to be resolved. In addition,
UpgradeContextcan no longer be the source of an upgrade pack since each service group may have its own.How was this patch tested?
Manual testing until unit tests should be made.
Unit test verification in-progress.
