AMBARI-24635. Web Client Chooses Wrong Version When Reverting Configs

What changes were proposed in this pull request?

STR:

Setup a simple cluster with ZK, HDFS, YARN, Hive, Pig

• Create at least 5 different configuration versions for Pig
• Load the Pig configuration page and select v4
• Now select V3 and then choose "Make Current"
• At this point, the web client will populate a dialog that says Created from service config version V4 and indeed it restores v4, not v3.
