Release 1.9.0

We have already camel-k-runtime 1.13.0 and camel-kamelets 0.8.0 staged.

I'd like to release 1.9.0. Is there something that needs to be merged before?

I'd like to try to merge this before releasing #3198 . Let me see if I manage to solve the test failures within a couple of hours, otherwise we can release without that.

I also have a tiny change in the making that I use to grab metrics on the build queue duration per integration during my performance testing. I will also try to get this done before noon if you do not mind.

There are hard failures in #3198 I will need more time to fix. We can proceed releasing 1.9 without this feature.

Same here. I need more time to make it a mature change. Please move on with the release without my changes
