[Enhancement] Enlarge stale bot operations-per-run to process more issues

Enhancement Request

I found that stale bot v8 only processes about the latest 800 issues each time, and stops at around #4034. (log1, log2; Others case: log1, log2)

According to its warning and https://github.com/marketplace/actions/close-stale-issues?version=v8.0.0#operations-per-run, it needs a higher operations-per-run value, in order to process more issues.

We have 15000 operations-per-run each day according to the log. So I think increasing it to 300 might be appropriate.

The downside is that the first run after this configuration takes effect will generate a lot of stale messages that will absolutely flood your mailing list. You'll need to spend some time sorting through these outdated issues.
