What is the purpose of the change

This pr adds numLateRecordsDropped/lateRecordsDroppedRate/watermarkLatency metric in CepOperator.

Brief change log

adds numLateRecordsDropped/lateRecordsDroppedRate/watermarkLatency

This change added tests and can be verified as follows:
