This fix the scm cli that does not have a ca certificate by creating a scm security protocol client to retrieve the ca certificate before instantiate the xceiverclientmanger when security is enabled.

Note the ozone insight cli will have similar issue when security is enabled. We will fix that in a separate JIRA.
