HBASE-20405 fix License and Thanks links on website

after the previous MR, it looks the whimsy tool still failed in two cases. In this commit we try to fix these issues, based on the zookeeper website and the apache policy description

It looks the whimsy tool is checking the first occurrence of the links on the website, so we have to also change the links in the menubars.
