Opened from #12479 when converting
RackAwareAutoTopicCreationTest.scalashowed that even leader distribution is not guaranteed by StripedReplicaPlacer. These tests were added mainly to demonstrate this behavior, especially at low partition counts.Committer Checklist (excluded from commit message)
