Moves the required LICENSE and NOTICE files from within lucene/ folder to top-level, which is a requirement for the src build.
Also changes distribution gradle to include those files from top-level into binary release.
I took the liberty of creating a new CHANGES header for "Build changes" since 9.0 will have lots of these.
