Builds on PR-34, this upgrades the version of jQuery to the latest release. I've run checks on various aspects in the IT results and everything is working as expected.

… process, this will pull down the specified versions of the libraries used by the skin and copy them into an interim directory so the minify plugin can create a JS file to use as part of the build artifact.

…Bootstrap 3.1.1 (the earliest version we can pull from NPM Registry). Comparison of each integration test shows it producing sites which match the Bootstrap 2.8.2 layout
…tegration tests. These appear to be building without issue and testing various buttons/controls everything is operating as expected.

I've closed my commit, after being frequently insulted by [~michael-o] I'm then presented with a requirement I view as bad practice by [~sjaranowski] who can't justify their position with reason. I am not going to waste additional effort trying to help a project that doesn't want it.

By repeating something it becomes not true. Demanding is not insulting.
